They are designed to curb excessive bureaucratic control, reduce procedural delays, and empower ministries and agencies to make timely and informed decisions. A key feature seems to be aimed at enhancing institutional autonomy while ensuring effective engagement with internal and external stakeholders. This approach reflects an effort to build a more responsive and evidence-informed governance system.

Based on the Presidential Decree signed today by President Shavkat Mirziyoyev, the reform lays the foundation for a more streamlined and accountable administrative structure of the President, along with key appointments that follow those made public several weeks ago, with the appointment of the new Head of the Presidential Administration.

General Measures

1. Efficiency and Optimisation

A total of 284 staff units have been eliminated across the Presidential Administration and its affiliated structures. Redundant roles and overlapping functions removed as part of a broader effort to revise and streamline the government’s executive apparatus.

2. Strategic Priorities

Reform efforts are now concentrated around five key national sectors:

Education

Business Environment

Judicial and Legal System

Healthcare

Water Resources

Each of these areas will be overseen by a newly appointed Deputy Head of the Presidential Administration, bringing sharper focus and accountability to the reform process.
Scroll down below for the complete list of detailed appointments.

Institutional and Structural Changes

3.
