    On 20 November, EUROUZ HR & Capacity Building Committee successfully hosted the Expert Seminar “Well-being at Work: Practical Strategies for Uzbekistan’s Changing Business Landscape,” bringing together over 70 participants both online and in-person. The seminar convened CEOs, HR directors, organisational development experts, and industry practitioners for an in-depth discussion on how employee well-being is becoming a strategic priority for companies operating in Uzbekistan’s rapidly evolving economy.

  3. EU–Central Asia Partnership Evening Reception

    On 26th of November, EUROUZ had the honour of organizing the EU–Central Asia Partnership Evening Reception, bringing together around 400 leaders, senior government officials, diplomats,business representatives from across Europe and Central Asia. As the official closing of Day 1 of the 3rd EU–Central Asia Economic Forum, the reception created a platform for strategic dialogue, meaningful networking, and reinforcing the shared commitment to closer cooperation between the European Union and the countries of Central Asia.

    PLATMA, established in 2023 and headquartered in Dubai (DIFC), is an AI-powered no-code platform that automates complex business processes for enterprises, banks, and governments. 1. INTERNATIONAL COOPERATION

1.1 EUROPE

Uzbekistan and EU Review EPCA Implementation, Broaden Cooperation Agenda

A delegation from the European Union (EU), led by commissioners for International Partnerships and Enlargement, met in Tashkent with Shavkat Mirziyoyev to assess rollout of the Enhanced Partnership and Cooperation Agreement (EPCA). The sides agreed to advance institutional cooperation mechanisms across trade, investment, transport, digitalisation, energy, critical-minerals, healthcare and industrial sectors. They authorised several new joint regional-scale projects under EU-Uzbekistan frameworks. Trade between Uzbekistan and the EU rose by roughly 7 percent this year, and further EPCA-backed initiatives are expected to boost both investment inflows and trade volumes.

Uzbekistan Hosts French Transport Minister to Expand Logistics Cooperation

President Shavkat Mirziyoyev welcomed Philippe Tabarot, Transport Minister of the French Republic, in Tashkent. The meeting focused on implementing agreements from March 2025 to deepen strategic cooperation in transport and logistics. Attendees authorised cooperation in civil aviation and committed to training transport-sector specialists via the recently established Uzbek‑French University. Parties mandated steps to activate those outcomes under existing bilateral mechanisms.

New Agreements Back Trans-Caspian Corridor Investments
The Trans‑Caspian Transport Corridor received a fresh investment package on 27 November 2025. The arrangement enlists support from European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), and World Bank to finance rail, port, and logistic-infrastructure upgrades along the corridor. Participating states committed to improving customs-digitisation, transport-logistics regulatory harmonisation, and port modernisation. The agreement formalises concrete funding and technical-assistance mechanisms to expand the Middle Corridor’s capacity for Eurasia–Europe freight.

Uzbekistan and Switzerland Agree to Boost Bilateral Cooperation
Deputy Foreign Minister of Uzbekistan and the Swiss Ambassador held talks on 20 November 2025, agreeing to advance collaboration across trade, economic, investment, financial-technical, cultural and humanitarian spheres. They approved a plan to convene a fresh round of political consultations between foreign ministries next year and to organise a session of the Intergovernmental Commission on Economic Cooperation. Joint “Swiss Economy Days in Uzbekistan” were mandated, along with reciprocal delegation visits. The arrangement formalises tangible steps to implement prior agreements reached in Bern this October.

1.2 CENTRAL ASIA, CAUCASUS & CIS

Central Asia States Approve Winter Energy Cooperation Protocol
On November 22, 2025, energy ministers of Uzbekistan, Kazakhstan and Kyrgyzstan met in Almaty to adopt a coordinated winter electricity-supply protocol. The agreement commits Kazakhstan and Uzbekistan to deliver electricity to Kyrgyzstan during the 2025–2026 heating season. It also sets technical rules for system balancing and interconnection support. The arrangement aims to reduce pressure on Kyrgyz hydropower and stabilize regional winter consumption. The parties will review implementation results at a joint meeting in early 2026.

Kyrgyzstan to Supply Water in Exchange for Electricity
On November 24, 2025, Kyrgyz authorities confirmed a water-energy exchange mechanism with Kazakhstan and Uzbekistan for 2025–2026. Under the arrangement, Kyrgyzstan will reduce winter hydropower output and store water in the Toktogul Reservoir. In return, the two neighboring states will provide the required electricity during peak winter demand. The mechanism supports agricultural irrigation in Kazakhstan and Uzbekistan during the 2026 growing season. Technical coordination among the three energy systems will continue through the winter period.

Uzbekistan, Turkmenistan Launch Cross-Border Trade Zone

On November 17, 2025, the presidents of Uzbekistan and Turkmenistan inaugurated the joint “Shavat–Dashoguz” cross-border trade zone. The zone includes customs, quarantine, phytosanitary, veterinary services, a trade pavilion, warehouses, and public-services infrastructure under a “single-window” model. It will facilitate trade and economic cooperation between the Khorezm region and Turkmenistan’s Dashoguz velayat, serving a combined population of over 3.5 million. The new zone aims to simplify border procedures and expand regional trade flows. Implementation began immediately following the inauguration.
