1. INTERNATIONAL COOPERATION
1.1 EUROPE
The EU and Central Asian countries concluded a new strategic partnership during the first EU–Central Asia summit in Samarkand. The agreement focuses on connectivity, energy, digitalization, and critical raw materials. The EU unveiled a €12 billion Global Gateway package at the Samarkand summit to boost ties with Central Asia. The EBRD is also preparing €7–8 billion in project financing. These investments aim to diversify EU supply chains and support regional infrastructure and sustainability goals.
Key outcomes from the summit include:
Announcement of a €12 billion investment package under the Global Gateway, targeting green energy, critical raw materials, transport, and digital infrastructure.
Allocation of €6.4 billion to renewable energy projects, including hydropower and climate resilience initiatives.
Commitment of €3 billion to develop the Trans-Caspian International Transport Route, improving Europe–Central Asia connectivity.
Investment of €2.5 billion to critical raw materials exploration and processing, supporting the EU’s green transition needs.
€100 million dedicated to digital connectivity, with plans to extend internet access via satellite technology.
The European Investment Bank (EIB) will open a regional office in Uzbekistan and signed €365 million in project agreements with Kyrgyzstan, Tajikistan, and Uzbekistan.
Central Asian states agreed to enhance cooperation on critical raw materials, focusing on local value addition and sustainable mining practices.
The announcement of a joint EU–Central Asia investment forum to be held in Uzbekistan in June 2025, aimed at increasing private sector engagement.
Uzbekistan and Germany Sign Labor Migration Memorandum
On April 7, 2025, Uzbekistan, Germany, and the German Employers’ Confederation signed a memorandum to facilitate Uzbek specialists' employment in Germany. The deal includes vocational training, language support, and streamlined migration procedures. Sectors include gastronomy, logistics, and meat processing. This cooperation is part of a broader partnership on mobility and labor market integration.
President Mirziyoyev Meets UK Prime Minister Tony Blair
President Shavkat Mirziyoyev met former UK Prime Minister Tony Blair in Tashkent to discuss reforms. They agreed to expand cooperation through the Tony Blair Institute in areas such as investment attraction, AI integration, and technological modernization. Joint programs will support Uzbekistan’s digital and economic development agenda.
Belgium to Return $108M to Uzbekistan in Telecom Corruption Case
Belgian authorities announced the transfer of $108 million to Uzbekistan, confiscated in connection with a major telecom corruption and money laundering case. The funds were seized at Uzbekistan’s request under the UN Convention Against Corruption. A Brussels court ruled the assets be split, with $108 million designated for repatriation. The case is linked to former official Gulnara Karimova, whose global assets under investigation total approximately $1.4 billion.
1.2 CENTRAL ASIA, CAUCASUS & CIS
ADB and AIIB Join Green Energy Corridor Project Linking Central Asia to EU
Energy ministries of Uzbekistan, Kazakhstan, and Azerbaijan signed a memorandum with the Asian Development Bank (ADB) and the Asian Infrastructure Investment Bank (AIIB) in Baku to launch the first phase of a green energy corridor to Europe. ADB will provide $1 million for the project’s feasibility study, led by Italian firm CESI. The plan includes laying a 2,500 km HVDC cable under the Caspian and Black Seas via Georgia and Romania. Exports could reach 10–15 billion kWh annually by 2030.
Uzbekistan and Azerbaijan Launch Joint Silk Road Tourism Route
Uzbekistan and Azerbaijan signed a memorandum to develop a shared Silk Road tourism route. The project promotes travel across historic cities such as Bukhara, Samarkand, and Baku. Marketing efforts will target Central Europe, and the initiative includes joint exhibitions and business events. It supports President Mirziyoyev’s broader vision of unified regional tourism and a single Central Asian visa system.
1.3 RUSSIA & CHINA
Chinese Delegation Advance BRI Investment Projects
President Shavkat Mirziyoyev welcomed China’s State Councilor Shen Yiqin in Tashkent to discuss scaling up Belt and Road Initiative cooperation. Talks covered investment in industrial zones, infrastructure, and language education. The sides agreed to expand Chinese language programs and accelerate joint construction projects. The visit highlighted deepening strategic alignment between the two countries.
